i cant find a stable to keep a horse at so i was thinking of getting a mini donkey to replace a horse since they are small enough to keep in the house. i kno horses arent allowed in altoona but i want to kno if mini donkeys are allowed because they are as big as dogs and they arent horses.

ask the city council. ask about the pet restrictions. more than likely you wont be able to since it is considered livestock
If there are restrictions on horses, it will also apply to mini donkeys. And even though a mini is small enough to bring in a house, it isn't a very good idea.
